Why Taiwan is central

Beijing claims Taiwan and presents unification as a central national objective. Its 2022 white paper retains the option of force. Taiwan has its own elected government, armed forces and political community; its defense ministry’s 2025 report emphasizes resistance and societal resilience. What published games establish

Conditions matter more than the scoreboard.

The 2023 CSIS invasion study ran 24 iterations. In most, a U.S.–Taiwan–Japan coalition defeated the modeled invasion at heavy cost. Its critical conditions included sustained Taiwanese resistance, timely U.S. participation, Japanese access and sufficient relevant munitions. That is evidence that successful defense is possible under assumptions—not a measured probability of winning in 2026.[4]

The 2025 blockade study ran 26 games with different participation and escalation choices. RAND’s 2025 work explores protracted conflicts through nine scenarios. They ask different questions. The United States has a much larger nuclear stockpile. China nevertheless possesses a substantial nuclear force that is expanding and diversifying. The relevant strategic question is whether a country can inflict unacceptable harm after being attacked, not whether it can match the other’s warheads one for one. Trade disruption would reach both combatants

The economic pathways include interrupted shipping, unavailable components, changes to finance, sanctions and retaliation. An economy can lose output because firms cannot obtain a small but critical input, even when their own facilities remain intact. Companies might reroute some trade while finding other dependencies much harder to replace. Direct physical damage is only one part of the bill.[10][11]

China is deeply connected to global production and consumption. Those links create exposure for China and costs for countries trying to impose sanctions. Economic pressure could influence choices without compelling a rapid reversal. Third countries would differ in their interests and willingness to bear losses; coalition formation would be an ongoing task.[11][18]

The semiconductor prize is not a machine you can simply take

A semiconductor fabrication facility depends on reliable utilities, specialist workers, tools, software, materials and international relationships. Physical control would not guarantee continued production at previous quality and scale. War could interrupt the system even if some facilities survived. The industrial consequences would depend on how long disruption lasted and how successfully production could be substituted elsewhere.[10]

The human cost is larger than military losses

Any serious account must include civilian injury and death, displacement, interrupted medical care, lost livelihoods, psychological trauma and family separation. A conflict involving infrastructure disruption could harm people far from a battlefield. Protecting civilians and sustaining humanitarian access would affect the scale of the disaster; neither follows automatically from a side’s military success.

We do not attach a fabricated casualty range to an unspecified war. Published games can count modeled military losses under particular rules. They cannot by themselves establish a comprehensive toll across civilians, long-term health, food systems and a possible nuclear branch. Where reasonable analysts disagree

Disagreement often begins with assumptions rather than arithmetic. Some analyses emphasize a defender’s opportunity to frustrate a difficult amphibious operation. Others emphasize China’s proximity, the uncertainty of intervention and the fragility of distant support. Different choices about warning, civilian shipping, access, adaptation and the duration of war can produce different answers before the first simulated exchange.[4][5][9]

The public wargames used here share important limitations. Participants are not the real decision-makers. Rules simplify the world. Some capacities are classified; others do not yet exist in the form a scenario assumes. An older study of a future force can be overtaken by procurement, expenditure or policy. The three CSIS game projects are related research efforts, not three fully independent confirmations.

This report’s own explorer is simpler still: it is a set of transparent narratives and conditional interpretations. Its value is showing how assumptions change a judgment. It cannot substitute for the underlying reports, and it should not be treated as a scientific estimate of war outcomes.

What would change this assessment

More credible evidence about readiness, delivered munitions and repair performance would change the military assessment. Clearer government commitments about participation and access would change coalition assumptions. Demonstrated civil resilience would change how much time Taiwan could retain political options. A durable agreement reducing coercion and improving crisis communication would change the risk of reaching these scenarios at all.

The research judgment

A successful defense of Taiwan is possible. Chinese coercive success is possible. Neither is inevitable. The most important contest may be whether leaders can keep a dispute from becoming a catastrophe.

Who would win a war between China and the United States?

There is no credible winner independent of the objective. The United States has stronger global military reach; China has major geographic and missile advantages near Taiwan. Timely U.S., Taiwanese and allied action could defeat an invasion, while delayed or limited intervention could permit Chinese coercion or conquest. A prolonged war is highly uncertain. A large nuclear exchange would make ordinary claims of victory meaningless.[4][5][9]

Is China planning to invade Taiwan in 2027?

The March 2026 U.S. intelligence assessment says Chinese leaders do not currently plan a 2027 invasion and have no fixed unification timetable. Military modernization milestones indicate desired capability, not a scheduled war. This assessment can change and does not eliminate the possibility of coercion or conflict.[19]

How many nuclear weapons do the U.S. and China have?

SIPRI estimates that in January 2026 the United States had 3,700 military-stockpile warheads and 5,042 in total when retired weapons are included. China had approximately 620. Estimated deployed warheads were about 1,770 for the United States and perhaps up to 34 for China; the Chinese deployment estimate is especially uncertain.[2][16]

How many missiles does China have?

The Pentagon’s 2025 report estimates 900 short-range, 1,300 medium-range, 550 intermediate-range and 400 intercontinental ballistic missiles, plus 300 ground-launched cruise missiles. These are selected ground-based categories, not all Chinese missiles. They should not be treated as a conventional-only total, a nuclear-warhead count or an immediately available salvo.[1]

Does the United States have enough missiles for a war with China?

Public evidence cannot establish whether available, serviceable stocks would meet a particular war’s demands. An April 2026 CSIS reconstruction indicates substantial use of several U.S. missile types during the Iran campaign, while a July analysis distinguishes those expenditures from pre-existing anti-ship shortages. Demand, access, delivery schedules and the duration of war matter; there is no trustworthy public September 2026 all-missile stock ledger.[6][7]

Does China have a stronger navy than the United States?

A hull-count ranking cannot answer that. China can concentrate nearby naval and land-based forces, while the United States brings a larger carrier force, nuclear attack submarines and global logistics. Maintenance, mission, sensors, trained crews, weapons and allied access determine the force that can actually fight in a given place.[1][8][17]

Would the United States automatically defend Taiwan?

No automatic military intervention is promised by the Taiwan Relations Act. It provides for defensive assistance and maintaining the capacity to resist coercion. Whether the United States enters a specific conflict would involve decisions by its political leadership under the applicable constitutional processes. The report therefore treats participation as an assumption, not a certainty.[12]

Who would attack first, and where could the war start?

In this report’s deliberate blockade or invasion scenarios, Beijing initiates coercive action around Taiwan; that is an assumption of those scenarios. An accidental encounter in the Taiwan Strait, East China Sea or South China Sea could instead escalate through disputed actions by several parties. No public evidence allows a reliable prediction of a first attacker, first strike or date.[5][19]

Could China blockade Taiwan without invading?

It could attempt a blockade or a more selective inspection regime. Whether shipping continues would depend on merchant operators, insurers, crews, foreign governments and Taiwan’s resilience as well as naval activity. A blockade could fail, produce a negotiated pause, or escalate into war. It is not a risk-free substitute for invasion.[5]

Would Japan, Australia or the Philippines join the war?

Their involvement would be political decisions shaped by the circumstances, including attacks on their territory or forces. Intelligence sharing, sanctions, access, logistics and direct combat are different levels of participation. Existing alliances and cooperation do not make every partner an automatic combatant in every Taiwan scenario.[4][19]

Could either country invade and occupy the other?

A Taiwan contingency is very different from conquering a continental nuclear power. Sustaining the forces and political control needed to occupy either the United States or China would be an entirely different undertaking, with extreme escalation risks. This report does not treat occupation of either mainland as a plausible conventional victory condition.[9][21]

Would a U.S.–China war become nuclear?

Nuclear escalation is possible, not inevitable. Fear of catastrophic retaliation creates powerful incentives for restraint. Those incentives can weaken if leaders believe their state, regime or ability to retaliate is threatened, or if they misread ambiguous attacks. Published nuclear wargames explore these mechanisms; their outcomes are not probabilities for a real war.[21]

What would happen to semiconductors and the global economy?

Shipping interruptions, sanctions, financial disruption and damaged infrastructure could spread the costs well beyond the combatants. Taiwan’s chip production depends on reliable utilities, skilled workers and international inputs. Rhodium’s 2022 study identified more than $2 trillion in exposed economic activity in a blockade scenario; that is not a forecast of GDP loss or a current price tag.[10][11]

How many people would die in a U.S.–China war?

A defensible single casualty estimate does not exist for an unspecified war. Location, duration, civilian protection, infrastructure damage and nuclear use radically change the answer. Military losses in a wargame are not a comprehensive estimate of civilian deaths, displacement, hunger or long-term health effects. This report deliberately does not manufacture a death-count forecast.[4][15]
